Job Description

IRC is the partner of UNHCR for the implementation of Protection activities in the North West and South West Regions of Cameroon, to respond to the humanitarian protection needs caused by the protracted crisis situations in the two Regions.

This project seeks to ensure that the situation of the persons of concern is continuously monitored in these regions, key protection risks identified and analyzed, persons with specific needs identified and referred for further assessment and assistance, and that communities are monitored and community level concerns are identified and referred for further assessment. Protection incidents will be continuously documented analyzed and reported to IRC and the Protection Cluster regularly to inform response and advocacy.

IRC is recruiting a Protection Team Leader, who is a member of the Protection Team, operating in the North West and South West Regions. The role of the Protection Team Leader will be to ensure the implementation of protection monitoring activities in the field. The Protection Assistants will work under the supervision of a protection Team Leader and collaborate closely with the Protection Monitoring Officer M & E Officer, with technical oversight provided by the Protection Manager. The Assistants will collaborate with other IRC sectors such as ERD, WPE, EH and CP.

Scope Of Work

Under the direct supervision of the PROL Manager based in Buea and the technical supervision of the PROL Coordinator, the Protection Team Leader will be primarily responsible for ensuring the overall implementation of activities to monitor and respond to the protection/human rights situation of people affected by the crisis in Mamfe, while meeting quality standards. The Protection Team Leader will directly supervise the day to day work of the Protection Monitoring and Case Management Assistants in Mamfe, providing support to the Team in conducting mobile field visits to villages and communities, assessing the needs of the communities, households and individuals and referring urgent protection concerns to appropriate and specialized service providers (CP, GBV, Legal cases), strengthening existing community based protection committees and establishing new ones. Protection Teams will also provide critical information on service provision and procedures to access services, counseling support and interventions with authorities and other stakeholders to mitigate risks. He/she will ensure proper coordination between all aspects of the protection program in the field allowing for an effective response and ensuring that principles of confidentiality and ethics are upheld throughout the program implementation.

Job Responsibilities

Management and Staff Supervision

  • Directly supervises the protection monitoring assistants and the protection case management assistants and protection officers
  • Coordinates activities with the PROL Manager and the M & E Officer, lead all day to day protection activities in the Division.
  • With guidance from the PROL Manager, establishes a monthly work plan for all protection activities including:
  • Weekly activities plan and updates
  • A monthly Team plan and updates
  • Establish and monitor a monthly advocacy/networking plan.
  • Targets for cases received and processed by protection case management assistants
  • Number of community outreach activities carried out by community mobilizers
  • Targets of Protection monitoring tools administered
  • Manages all requests for information/ intervention from the PROL Manager and/or the PROL Coordinator
  • Maintain open and professional relations with team members, promoting a strong team spirit, supporting professional development, and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.
  • Support program quality by guiding the team on the PROL program SOPs, tools and guidance, as well as the SOPs and guidance of the National Protection Cluster and sub-Clusters, and other relevant clusters and technical working groups.
  • Regularly participate and represent IRC in local coordination meetings and other relevant forums.
  • Plan/coordinate and oversee staff vacation schedules, and staff training/development activities in coordination with the PRoL Manager.
  • If/as required identify staff performance issues and work with the PRoL Manager to address them.
  • Hold monthly meetings with the protection team and individually to share updates, discuss challenges, provide technical guidance and successes


  • Provide direction and monitor staff in their implementation of the work plan and quality of technical activities, share relevant information to the PROL Manager and PROL Coordinator to improve quality and achieve timelines
  • Provide technical support to Protection Officers/Monitors in protection/human rights monitoring in crisis-affected areas, in line with the work plan (spot observations, focus group discussions, household assessments, Community Assessments, Key Informant Interviews, individual interviews and observation) and with respect for principles of confidentiality, ethical information gathering and age/gender/diversity mainstreaming
  • Support staff under supervision in providing accurate/up-to-date information on service provision and availability to the monitored population – and identification and assessment of particularly vulnerable or at risk individuals and families during monitoring or outreach and other activities by the team
  • Ensure Protection Teams develop and implement effective action plan in accordance with IDP needs, capacities and goals, making sure all options are explored before deciding on a plan and looking for options when the services needed are not available.
  • Work to improve linkages of individuals and families to provision of services by the case management assistants and referral to other case management service providers, (GBV, CP and legal) – ensuring Protection Teams appropriately monitor, review and follow up with services provided to cases as per the standard operating procedures
  • In coordination with the PROL Manager, conducts evidence-based advocacy initiatives (phone calls, letters or meetings) with local authorities, other organizations (NGOs), UN Agencies, enabling wider groups new/unregistered IDPs and other persons of concern to access needed services.
  • Reports any serious protection concern or rights violation to the PRoL Manager.
  • Work to strengthen IRC’s relationship with community leaders in order to maintain good access to IDPs and other persons of concern.
  • In coordination with the M & E Officer, leads the consolidation of protection data ensuring correct input of information on monitoring and assessments is uploaded to the database, and confidentiality is maintained.
  • Produce flash report, weekly progress report and participate in planning meetings
  • Assist in drafting monthly, quarterly, and annual reports as directed by the PRoL Manager.
  • Provide regular de-briefings to the Protection manager and Protection Coordinator on progress and recommendations on interventions and strategic direction of protection programming in Mamfe.
  • Coordinate proactively logistics and movements of staff from and to different communities to conduct project activities

Reporting and Data management

  • Ensure ethical and confidential data collection during monitoring and evaluation.
  • Monitor the progress of the program and identify any delays that have been or may be expected
  • Ensure that activities are fully documented, including regular and systematic collection of data required.
  • Establish and implement a training evaluation system as pre-post tests to measure participants’ learning level.
  • Coordinate with MEAL to carry out monitoring and evaluation exercises in line with protection principles.
  • Produce / contribute to the writing of the reports required by IRC and the lessor (progress of activities, monitoring of indicators, etc.)

Comply with the IRC security procedures and report the security information provided to him to ensure a safe and secure environment for the implementation of the program.

Coordination & Représentation

  • Ensure coordination of programming with any other sectors or external stakeholders as per portfolio of projects
  • Coordinates with all relevant stakeholders (Local authority, NGOs, etc.) in Mamfe to ensure effective implementation of protection activities.
  • Represent IRC at meetings and other relevant technical coordination meetings and ensure integration with other IRC sectors
  • Work closely and coordinate with the IRC Support Services to carry out program activities. This includes participation on need assessments, review programming and M&E meetings.

Admin And Logistics

The Team Lead will work in close collaboration with the HR Team in Buea to ensure that there is a healthy, respectful and productive working environment. He/she will supervise the Cleaner and the Driver and any other support staff in the office and provide general admin support to staff. The Team Lead will coordinate with the Buea Supply Chain team to monitor and manage IRC assets, including vehicle and equipment rentals and maintenance to ensure efficient and policy-compliant use of resources. The Team Lead will collaborate with the Supply Chain Manager in Buea to address issues that may arise.


The Team Lead will serve as a non-dedicated Security Focal Person and work closely with the Humanitarian Access and Liaison Officer in Buea to ensure that appropriate security management plans are in place, that staff and visitors are well briefed on the current safety and security context and protocols and that IRC is well coordinated with the security community including the NGO community and local authorities in Manyu and its environs.

  • Other duties
  • Consistently and proactively monitor/assess the safety and security of Protection Assistants and Mobilizers; promptly reporting concerns or incidents to IRC Humanitarian Access Liaison Officer and the Field Coordinator and, when advised and appropriate, liaising with external parties as required to maintain/enhance the security environment for IRC programs
  • Other duties as assigned by the PROL Manager and PROL Coordinator to develop IRC program.

Bachelor degree or equivalent or higher in Law, Economics, Political Science, public administration, humanities or other related filed desirable.

Skills And Abilities

  • At least 2 years of experience in protection Monitoring and Case Management with at least one year as a protection team leader (preferably with INGOs)
  • To be of Cameroonian nationality;
  • Clear understanding of and interest in the protection field of expertise;
  • Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment;
  • Clear understanding of human rights, and issues surrounding violence against civilians;
  • Demonstrated understanding of and ability to maintain confidentiality and respect for clients;
  • Knowledge and experience with community outreach and mobilization;
  • Positive and professional attitude, including ability to lead and work well in a team setting;
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Strong supervision skills
  • Familiarity with humanitarian context of the North West and South West Region. Previous work experience in Manyu is desirable.
  • Understanding of humanitarian terms.
  • Strong interpersonal, intercultural and communication skills
  • Excellent analytical and written skills, and good computer skills in EXCEL, Word, PowerPoint, and data collection tools (Kobo, etc)
  • Fluency in English Language, Pidgin English and/or a local language of the Region assigned.
  • Previous experience in international organizations and humanitarian settings is a plus
